A strong VQF application starts before the form is completed. First map the activities that may bring the business within the Swiss Anti-Money Laundering Act (AMLA), then make the operating model, ownership, responsible persons, and AML organisation consistent across the application and its enclosures. This guide explains that preparation journey; VQF alone assesses the application and decides whether to admit an applicant.
Start by checking whether AMLA affiliation may be required
Do not treat SRO membership as a general quality badge. The first question is whether the planned or current activity qualifies as financial intermediation subject to AMLA and is carried out on a professional basis. The answer depends on what the business actually does, whose assets it handles, how it participates in transactions, and whether statutory thresholds or exceptions apply—not simply on labels such as fintech, consulting, brokerage, or crypto.
Build an activity map before preparing the membership file. For each product or service, record the contractual role, flow of money or assets, custody or control, counterparties, transaction frequency and volume, jurisdictions, and who can give instructions. Compare that factual map with VQF's current guidance on subordination. If the position is uncertain, obtain a case-specific assessment before launching or expanding the activity.
- Separate activities performed for the company's own account from services performed for third parties.
- Identify any receipt, holding, transfer, exchange, or assistance in investing third-party assets.
- Test whether the activity is conducted on a professional basis and whether an exception applies.
- Record the conclusion and the facts supporting it; revisit the analysis when the business model changes.
Resolve timing and existing-activity issues early
Timing matters. VQF's subordination guidance describes restrictions and additional steps for financial intermediaries that have already begun a regulated activity without the required affiliation. An application is not the same as admission, and filing it does not itself authorise regulated business.
If the company is already operating, establish when the relevant activity began, whether it exceeded the professional-activity threshold, and what transactions have occurred. Do not conceal a difficult chronology. A complete factual record allows advisers and VQF to address the position directly and avoids contradictions later in the review.
Choose the correct application pack
VQF publishes separate Aufnahmegesuch forms and guidance for natural persons and legal entities in its download area. Use the current version that matches the applicant. The guidance is the working checklist: it identifies the required enclosures and should be reviewed again immediately before submission because forms and requirements can change.
Create a document register with one row for every requested item, its owner, date, version, signature status, and any expiry date. This is more reliable than gathering files informally by email and makes later requests for updated documents easier to manage.
Prepare a precise business-activity description
The business description should explain the real operating process from client onboarding to transaction completion. State who the clients are, which services they buy, where funds or assets originate and go, which systems and counterparties are involved, who has authority, and how the company earns revenue. Quantify expected client numbers, transaction counts, volumes, and geographic exposure where the form or guidance asks for them.
Avoid marketing language and broad claims. Reviewers need to understand the regulated steps and risks. The description must agree with contracts, website statements, corporate purpose, bank information, flow charts, and the AML risk assessment. Inconsistency is a common reason a formally complete file still generates questions.
Align ownership, responsible persons, and AML organisation
Prepare a transparent ownership and control picture through to the ultimate beneficial owners. Corporate extracts, identification documents, CVs, mandates, organisation charts, and signatory information should all describe the same structure. Explain unusual holding chains rather than leaving reviewers to infer them.
The proposed AML organisation should fit the scale and risk of the actual business. Allocate onboarding, identification, beneficial-owner verification, transaction monitoring, escalation, reporting, training, recordkeeping, and independent control responsibilities. Templates help, but policies that describe a different business model weaken the file.
- Confirm that responsible persons have suitable experience, availability, and clearly documented authority.
- Tailor the risk assessment and internal directives to products, clients, delivery channels, and countries.
- Show how alerts, higher-risk relationships, and unusual transactions are escalated and documented.
- Plan training and ongoing review rather than presenting admission as the end of compliance work.
Run a consistency review before submission
Review the application as one evidence set, not as separate forms. Names, addresses, ownership percentages, dates, roles, transaction estimates, and activity descriptions should match everywhere. Check signatures, certifications, file readability, and any document-age requirements in the current VQF guidance.
VQF's published admission overview says processing begins after the required documentation is submitted and the processing fee is paid. It then conducts a preliminary review for completeness and formal correctness and may request missing documents. A clean submission cannot guarantee admission or a fixed timeline, but it reduces avoidable clarification rounds.
Manage follow-up questions and prepare for membership
Treat a request for information as part of the admission process. Keep a question log, assign one owner, answer the exact point asked, and update affected documents together. If the answer changes the business model or AML organisation, identify the change explicitly instead of allowing old and new versions to conflict.
Admission is the start of supervised operation. Before the decision, prepare the controls, records, training, and audit readiness described in the application so they can operate in practice. Do not represent the company as a VQF member until VQF has confirmed admission.
